PIP or REQUEST FOR PRIOR INFORMATION for 5,130m2 of housing and 366m2 of trade, in the process of approval. Pip, or Request for Prior Information, was revised in September 2018. The new development for housing use will be located on land next to Avenida da República, in Algés, municipality of Oeiras. The lot will be divided into three plots (cf. Picture in the images), dedicated to housing with parking and storage. A Traffic Study was carried out in May 2018: The project will comply with the specified parking rates and the architectural project provides for a parking offer inside the 94-seat lot of cars in basements spread over 3 floors, about 30 seats per floor, and 6 places of public light on the outside buildings. Access to the basement car park of the development will be carried out through Avenida da República, allowing entrances in both directions, and exits only with turn in hand. In view of the regulation of the Municipal Master Plan of Oeiras, the total legal need is 88 parking spaces. The offer set in the project is 94 seats. The places will be restricted access, and hypothetical public use would always be quite conditioned due to the width of the circulation ramps, which results from constructive limitations related to the size of the lot. 6 public parking spaces will be available outside the lot. Decree-law No. 163/2006 states that the number of seats reserved for vehicles where one of the occupants is a disabled person must be 3 seats in parking spaces with a capacity of between 26 and 100 seats. The architectural project provides for the allocation of 3 places to disabled people. The determination of the functional parking needs associated with housing use is based on the consideration of the assumption that in each dwelling the average functional needs will not exceed the two parking spaces by fire. According to the architectural project, 29 fires are planned in the allotment, so a maximum need for 58 parking spaces has been estimated. Thus, the offer defined in the 89-seater project is higher than the maximum functional need obtained, presenting a capacity reserve of 31 seats. PROVISION FOR CHANGES IN the PUBLIC ROAD Associated with the construction of the project, it is planned the reformulation of Avenida da República in the stretch between the intersection with Ernesto da Silva Street and the junction with Rua João Chagas, with the extension to two roads in the north-south direction, and one of the roads will allow only turns left and the other only turning right to Rua João Chagas. ACCESSIBILITy IN COLLECTIVE TRANSPORT The area where the project will be located is currently served by the road services of the operator Vimeca (lines: 2 and 114), with stops in the vicinity of the future enterprise. The direct environment for the enterprise is served by collective transport. Nevertheless, it is expected that the modal distribution will be very favorable to individual transport, given the existence of good conditions of circulation in individual transport, the availability of parking within the lot of the project and the housing use provided for the project. The traffic generated by the future enterprise will lead only to a slight increase and there will be no significant degradation of circulation conditions due to the construction of the enterprise, comparing with the existing scenario at the time of the study.
